Snow removal in Brooklin starts with a question many newer homeowners never think to ask: who actually looks after my street? Brooklin is part of the Town of Whitby, so Whitby's by-laws apply, but a road in a recently built subdivision may not be on the Town's maintenance list yet. Michael Durham Landscaping looks after the part that is always yours, the driveway and walkways, on a fixed-price seasonal contract that sends our crew out automatically once 2 inches of snow has fallen.

What a Brooklin Snow Contract Includes

Our residential snow removal contracts run from November 1 to April 15 at one price agreed before winter. Each contract covers:

  • The driveway, plowed every time accumulation reaches 2 inches.
  • Walkways, sidewalks and the porch or front entrance, shovelled on the same visit.
  • Night snowfalls. Dispatch is based on how much snow is down, not the hour, so you do not need to call.
  • Optional extras, such as steps to a side door or a path to the patio, which can be added to your plan.

Residential contracts cover plowing and shovelling only. We do not salt residential properties; salting is part of our commercial service.

New Subdivision? Check Who Maintains Your Road

Brooklin has a lot of newer subdivisions, and that matters in winter. The Town of Whitby notes that if you live in a new neighbourhood, your street might not be maintained by the Town yet. Its Snow Clearing page has a Find My Street map: click your road and it shows who maintains it, along with whether it is a primary, secondary or residential street.

If the map shows your road is not a Town road yet, the timing of street plowing in front of your home may follow a different schedule from the rest of Whitby. Your driveway is still your job either way, and a seasonal contract means it gets cleared on the same 2 inch trigger whatever happens on the road.

Brooklin also sits on some busy Regional roads. Durham Region's Regional Roads List shows Baldwin Street (Regional Highway 12) and Winchester Road East (Regional Road 3) as roads the Region maintains, not the Town. That affects guest parking, as the next section explains.

Guests, Contractors and Parking in a Brooklin Winter

From November 1 to April 15, parking on any Whitby street between 2 a.m. and 6 a.m. is not allowed, according to the Town's Parking page. When holiday visitors or a renovation crew need the street, Whitby residents can register for a free Short Term On-Street Parking Permit. The basics:

  • You first create an account with proof of residence, and the Town asks you to allow up to 5 days for that first approval.
  • Each household can make up to 12 requests a calendar year, each for up to 7 days and up to 5 vehicles.
  • Permits are not granted for parking on a private road, a Regional Road or a Provincial Road. If you live on Baldwin Street or Winchester Road East, your guests cannot use one there.
  • During a winter weather event that needs Town wide plowing or salting, every exemption is cancelled, and parking on the road is prohibited.

The same page lists vehicles that are not eligible at all. Commercial vehicles over 2.6 m wide, 7 m long or 5,000 kg are excluded, as are open landscaping trailers, campers and RVs over 2 m high or 7 m long, and closed trailers over 2.6 m high or 4 m long. If a contractor's truck and trailer will be in front of your Brooklin home during the winter, check those limits first.

The practical result: when snow is forecast, plan for every vehicle at your address to fit in the driveway. A clear driveway also lets our crew plow it properly from edge to edge.

Parking Downtown Brooklin in Winter

Brooklin's downtown has one municipal parking lot with 90 spaces. The Town's parking page says its ticket machines in Brooklin accept coins only (the HonkMobile app also works in Whitby and Brooklin municipal lots), lots have a three hour limit, and overnight parking is not permitted in municipal lots. Even a parking lease does not allow overnight parking or storing vehicles or trailers there. The Town plows its parking lots after a storm has ended, at times when lots are lightly used, so an overnight car is in the way.

The Basics Every Brooklin Homeowner Owns

A short summary, since Whitby's rules are the same in Brooklin as in the rest of town:

  • Sidewalks: you have 24 hours after a snowfall to clear ice and snow from the sidewalks bordering your property, under the Sidewalk Snow Clearing rules in the Clean Community By-law. If it is left, the Town may clear it and bill you.
  • Windrows: the ridge of snow a plow leaves at the bottom of the driveway is the property owner's to clear, sometimes more than once a day in a big storm. Our seasonal contract does not include windrow clearing, so plan for it.
  • Help for seniors and residents with disabilities: Whitby runs a Snow and Windrow Clearing program for eligible residents, with an application window set each fall.

Rules and program details change from season to season, so confirm the current version with the Town of Whitby before you rely on them.

Common Questions

How do I know if the Town plows my street in a new Brooklin subdivision?

Open the Find My Street map on the Town of Whitby's Snow Clearing page and click your road. The Town says roads in new neighbourhoods may not yet be maintained by the Town, and the map shows who looks after yours.

Can my holiday guests park on the street overnight in Brooklin?

Only with a Short Term On-Street Parking Permit, and only on eligible roads. Permits are not issued for Regional Roads such as Baldwin Street, and every exemption is cancelled during a snow event that needs Town wide plowing.

Can I leave my car overnight in the downtown Brooklin municipal lot?

No. The Town of Whitby does not permit overnight parking in its municipal lots, and the lots are plowed after storms when they are empty or lightly used.

Will your crew come to my Brooklin home if it snows overnight?

Yes. From November 1 to April 15, we dispatch once 2 inches has fallen, day or night, so you do not have to call.
