Snow removal in Bowmanville falls into two jobs: the Municipality of Clarington plows the streets, and homeowners look after the sidewalk beside their lot, the driveway and the windrow the plow leaves behind. Michael Durham Landscaping takes the driveway, walkways and sidewalk off your list with a seasonal residential contract. Once 2 inches of snow has fallen, day or night, our crew is dispatched without you having to call.
What Our Bowmanville Residential Contract Includes
A residential snow removal contract with us runs from November 1 to April 15 at one fixed seasonal price, agreed before the snow starts. It covers:
- Your driveway, plowed each time 2 inches has accumulated.
- Walkways and the sidewalk at your property, shovelled on the same visit.
- The porch or front entrance, so the way to your door is open.
- Extra areas on request. A side door, a patio or a longer path can be added to the plan.
Residential contracts cover plowing and shovelling only, with no salting, so keep safety salt or sand on hand for icy mornings. We sign residential contracts in September and October so the season is set before the first storm.
Clarington's Rules for Bowmanville Homeowners
Bowmanville is part of the Municipality of Clarington, so Clarington's by-laws apply to every Bowmanville street. Rules can change from one winter to the next, so confirm the current version with the Municipality of Clarington before you rely on them.
Full width within 24 hours, corners included
Under the Clarington snow clearing by-law, owners have 24 hours after a snowfall ends to clear snow and ice from the sidewalks bordering their property. A narrow shovel path is not enough: the sidewalk has to be cleared to its full width, and that applies again between snowfalls and whenever snow drifts back in. If your Bowmanville home sits on a corner, you are also responsible for the "corner links", the short pieces of sidewalk where the two walks meet at the intersection. Clarington also leaves salting or sanding icy sidewalks to the owner.
The windrow is yours to deal with
A windrow is the ridge of plowed snow that ends up across the bottom of your driveway when the street is cleared. Clarington's own sidewalk page notes that unless you are enrolled in its seniors and disability program, your windrow will not be cleared by the Municipality.
Do not put snow back on the road
Clarington's winter road maintenance page reminds residents not to push, plow or blow snow onto the road. Pile it on your own property instead.
Clarington's Snow Clearing Program for Seniors and Persons with Disabilities
Clarington runs its own Snow Clearing Program for Seniors and Persons with Disabilities.
Who qualifies. Residents who are 65 or older, or who have a disability certified by a licensed medical doctor stating they cannot clear snow, and who have no able-bodied person under 65 living in the home. The home must be a single-family dwelling in an urban residential area fronting a municipal street. Proof of age or a doctor's certificate is required, and anyone with a temporary disability needs a new certificate each year.
What it clears. The municipal sidewalk in front of and beside the property, plus the driveway windrow, up to three feet of the driveway apron next to the road.
When it starts. Sidewalk clearing begins within 24 hours after the snow stops, and only when more than 7.5 cm has fallen. Windrow clearing starts after Clarington's plows finish the municipal roads, and only when more than 15 cm has fallen. Below those amounts, the resident does the clearing and any salting.
What it leaves out. Private walkways and the rest of the driveway are not included, and the program does not salt or sand outside its clearing visits.
How to apply. The 2026 application period runs September 21 to October 31, 2026. Returning participants can apply online through their Be Active account. New applicants and anyone with a temporary disability register in person at one of the listed Clarington community centres, after calling to confirm staff are on site. The program fee is listed on the Municipality's page.
If a light snowfall falls under the program's thresholds, or the driveway itself and the path to your door need clearing, a private seasonal contract can cover those parts of the property.
Winter Parking in Bowmanville
Under Clarington's winter parking rules, you cannot park on any street from 3 a.m. to 5 a.m., all year round, not just in winter. You also cannot park on the street at any time of day or night during a snow event. Cars that get in the way of the plows can be ticketed and towed, and a single parked car can stop clearing on a whole street. If you usually park on the road, make room in the driveway before a storm.
How Clarington Clears Bowmanville Roads
Clarington crews plow and salt or sand 892 km of municipal roads. Main roads and emergency routes are cleared first; crews move into residential neighbourhoods and side streets once those are safe and passable, and they may go back to the main routes while it is still snowing. The Municipality asks residents not to call about an unplowed road until 8 to 12 hours after the storm ends.
Before you call, check the snowplow tracking map. It updates every five minutes and shows where winter maintenance vehicles have been over the last 24 hours, though it does not show where a plow is headed next.
Common Questions
Does Clarington clear the windrow at my Bowmanville driveway?

Every sidewalk bordering your property, to its full width, plus the corner links where the sidewalks meet at the intersection, within 24 hours after the snowfall ends.
Can I leave my car on the street overnight in Bowmanville?
No. Clarington bans street parking from 3 a.m. to 5 a.m. every day of the year, and at all hours during a snow event.
When does your crew come to a Bowmanville home?
Once 2 inches of snow has accumulated, day or night, between November 1 and April 15. Your contract covers the driveway, walkways, sidewalk and front entrance, with no call needed.
