Industrial snow removal in Ajax is about more than a clear lot. The Town's Property Standards By-law expects the parking areas, roadways and access routes of industrial property to be kept free of snow and ice at all times, and its nuisance by-law sets a 24 hour limit for fire hydrants on the property. Michael Durham Landscaping plows, salts and logs industrial sites in Ajax, with the clearing order for each plant, warehouse or industrial unit agreed in writing before the season.

What Our Industrial Contracts Include

Everything below comes from our industrial snow removal service:

  • A site review before winter. We walk the property with you and put the clearing priorities in writing, so the order is settled long before an overnight storm.
  • Dispatch driven by weather monitoring, with pre-treatment before major events.
  • Salt or calcium chloride after every plow visit.
  • A time-stamped log for each visit recording photos, conditions and salt application rates.
  • Fixed-price seasonal contracts running November 1 to April 15. We sign them in September and October.

Where Ajax Industry Sits

The Town's Employment Areas Urban Design Guidelines describe three major employment areas: the Established Core Area south of Highway 401, reached by the Westney Road interchange; the Carruthers Creek Employment properties north and south of Highway 401; and the Audley Road area east of Carruthers Creek, bisected by Salem Road. The Notion Road Area is a fourth, smaller one. The guidelines show truck loading and parking areas set behind buffer planting and call for wayfinding that directs trucking, employees and visitors to their destinations. Those signs and sight lines still need to work when the plow has made its first pass and piles start to grow.

Ajax Rules That Apply on Industrial Sites

Parking areas and roadways, at all times

Section 4.37 of the Property Standards By-law 46-2017 covers all areas of commercial, industrial and institutional property that the general public has access to. It requires:

  • ramps and access routes leading to garages kept free from ice and snow;
  • walkways and access routes to and from buildings kept free from ice, snow and hazards at all times;
  • exterior parking areas and roadways, including laneways, kept free from accumulations of ice and snow at all times;
  • mechanical de-icing equipment for ramps, where provided, kept usable.

Section 4.38 adds that driveways, parking areas, loading docks and similar areas must afford safe passage, be adequately lighted and be free of accident hazards.

Where the cleared snow goes

The same section 4.37 says snow cleared from those areas must not be stored where it blocks accessible parking spaces or fire routes, or where it creates a hazard or sight line obstruction for pedestrians or motorists. On an industrial lot that usually means choosing storage spots during the site review, away from truck turning paths and exits.

Fire hydrants on the property, within 24 hours

Under the Public Nuisance and Safety By-law 46-2025, section 5.5, owners and occupiers of property other than a private residence must remove snow or ice from walkways, pathways, driveways, lanes, parking areas and any fire hydrant on that property within 24 hours of it accumulating. If they do not, section 5.6 lets the Town enter, do the work and add the cost to the tax roll. Section 5.4 also bars plowing or blowing snow onto a roadway, a sidewalk, a pedestrian walkway or another property without authorization, which matters on sites that share a lane or back onto a neighbour.

Fire routes

The Town's Traffic By-law 45-2020 defines a fire route as any private roadway marked with fire route signs. Province-wide, the Ontario Fire Code requires fire access routes to be maintained so they are immediately ready for use by fire department vehicles at all times (Article 2.5.1.3), and exterior passageways, exterior stairways and fire escapes in occupied buildings to be kept free of snow and ice accumulations (Article 2.7.1.8).

Surfaces your workers use

Ontario Regulation 851, the industrial establishments regulation, says in section 11 that a floor or other surface used by any worker must be kept free of obstructions, hazards and accumulations of snow or ice. Yard routes between buildings and outdoor work areas are part of the picture, not only the customer entrance.

These rules change, and this is general information, not legal advice. Confirm the current wording with the Town of Ajax and speak with your own advisers about your obligations.

Setting Priorities for Shifts and Truck Traffic

An industrial site is busy at hours a storefront is not. During the site review we agree, in writing, what is cleared first. Typical items owners put near the top of the list:

  1. Signed fire routes and every hydrant on the property.
  2. Exterior exits, passageways and stairs used by staff.
  3. Walkways from staff parking to the doors used at shift change.
  4. The truck route from the street to the loading area and back out.
  5. Remaining parking rows and storage areas.

Tell us your shift start times and when trucks arrive, and we plan the order around them.

Records You Can Point To

Every visit is logged with a timestamp, photos, conditions and salt application rates. With several Ajax rules written around timing ("at all times", "within 24 hours"), a dated record of when each area was plowed and treated is useful for site managers, insurers and anyone reviewing an incident later.

Common Questions

Does the Town of Ajax require industrial parking lots to be cleared?

Yes. The Property Standards By-law requires exterior parking areas and roadways on industrial property the public can access to be kept free from accumulations of ice and snow at all times. Confirm the current by-law with the Town.

Who clears the fire hydrant on our Ajax industrial property?

The owner or occupier. The Public Nuisance and Safety By-law gives non-residential properties 24 hours after snow or ice accumulates to clear hydrants on the property, and the Town may do it at the owner's expense if not.

Can our snow be pushed onto the road or a neighbouring lot?

No, not without authorization. Section 5.4 of the Public Nuisance and Safety By-law prohibits shovelling, plowing or blowing snow onto a roadway, sidewalk, pedestrian walkway or another property.

Do you serve industrial sites in all Ajax employment areas?

We serve industrial properties in Ajax, including the employment lands along Highway 401 and the Audley Road area, from our base in Whitby.

When should an Ajax plant sign for the season?

September or October. That leaves time for the site review and written priorities before the contract starts on November 1.
